Moderation activities will be coordinated nationally by a National Moderator who will report to the National Manager of the FRSITO.
There is a centrally established and directed Moderation System. Moderation of Fire and Rescue Services unit standards will normally occur through area moderation group meetings.
Each area moderation group will comprise representatives from accredited providers and all registered assessors from that area, and will be lead by a Group Moderator.
The area moderation groups will be established by FRSITO.
Each area will have a Group Moderator appointed by FRSITO and under the management of the National Moderator.
Group Moderators will be responsible for the moderation activities of their area.
If an area encompasses assessors from different sectors of the fire services, the Group Moderator may delegate work requiring particular technical industry knowledge and/or experience. For example, a Group Moderator may invite another person to chair an area moderation group meeting or a Group Moderator may, on occasions, undertake moderation activities in another area.
FRSITO may establish specific moderation groups for other accredited ITOs, providers, or major industry employers. The groups would be required to report directly to the National Moderator on a regular basis through an appointed Group Moderator.
Area moderation groups will be formed as the need arises to cover all the areas of New Zealand where possible.
